Position Summary
Under the direction of the Rail and Transit Administrator the Deputy Administrator of Rail will oversee all freight and some passenger rail traffic within the State. This includes managing License and Operating Agreements with Freight Operating Railroads traveling on State own Rail Lines. Included is an Agreement with Amtrak to operate 3 Passenger Service. To operate safe train traffic, a Capital Plan is carried out to rebuild and/or replace track infrastructure along with all adjoining assets. They include bridges, culverts, grade crossings and tracks. To maintain vertical/horizontal clearances and capacity loading of the Right of Way, daily inspection must be made.
The overall objective of the Division is the development and maintenance of a safe and efficient Rail and Transit system. This includes the overall responsibility of planning, layout, improvement, customer service, safety and repair of existing operations.
Duties and Responsibilities
Directs Rail Operations within MassDOT, by determining policy, program priorities and the utilization of resources to carry out goals and objectives, in accordance with the FRA rules and regulations, the 2009 Transportation Reform Act and MassDOT’s mission, goals and objectives. Act as a liaison with federal, state and local stakeholders on rail policies, programs and issues. Promotes a Rail agenda that recognizes and incorporates the interrelationships between transportation and economic development
Provide leadership oversight and guidance to staff relative to the administration of MassDOT’s state-wide rail policies and programs. Lead project planning teams to assure safety, efficiency, customer service, cost effective management, administration, community relations and diversity to achieve Mass DOT goals and objectives
Works closely with senior level managers in overseeing financial and fiscal management to ensure budget and resources comply with legislative and operational requirements. Directs and coordinates formulation of financial programs to provide funding for new or continuing operations, to maximize returns on investments and increase productivity.
Works closely with the Operating Railroads and local businesses with the Industrial Rail Assistance Program (IRAP) to insure access to their facilities from the main line tracks for safe and efficient delivery of goods.
In close collaboration with senior executives, the Deputy Administrator will contribute to fulfilling and exemplifying the Administrator’s goals by developing and implementing a comprehensive plan to increase and improve transportation services to the Commonwealth. Prepares activity reports and financial statements to determine progress and status in attaining objectives and revises objectives and plans in accordance with current conditions.

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
