Job Description and Duties

Under the general direction of the Supervisor II, the Analyst III shall lead the California High-Speed Rail Authority (Authority) expenditure review of monthly budget adjustments and change orders, production of monthly reports, and provide forecasting analysis of monthly spending and accruals for the multibillion-dollar high-speed rail project. Duties include monthly written reports for the Capital Outlay Report and the Funding Contribution Plan, validation of the monthly cost report, budget adjustments, funding allocations, and spend-to-date. The Analyst III regularly meets with program managers and liaisons to discuss a variety of reports and prepares and reviews various levels of researched-based analysis for upper management and executives.

Working Conditions

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

Special Requirements

A Statement of Qualifications (SOQ) is required for this position. An SOQ is a narrative that describes your qualifications for this position. 1. Describe in detail your experience building automated reporting frameworks using Excel. Specifically, describe how you utilize Power Query to architect data models for Power BI or Excel dashboards.

2. Describe a project where you had to pivot your financial models—such as building a new reconciliation process or a budget tracker—in response to a contract amendment. Please detail how you adjusted your tracking logic and how these changes ensured continued fiscal oversight.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Bachelor’s degree in business administration, accounting, finance, or related degree.

• Extensive analytical experience in the finance and accounting fields.

• Computer proficiency and knowledge of various computer software applications/databases, the internet and Microsoft Office; Word, PowerPoint, Outlook, and Excel expertise.

• Experience presenting fiscal reports and information effectively both orally and in writing.

• Experience with database construction and pivot tables, data management, and data integrity.

• Strong communication skills and experience working and communicating with various levels of staff, external parties, and the public.

• Knowledge of accounting principles and procedures.

• Reconciliation experience.

• Experience with auditing and reviewing expenditures and forecasts.

• Experience with governmental accounting, budgeting, funding sources and uses, adjustments, and reallocations.

• Knowledge of the uniform accounting system and financial organization and procedures of the State of California and related laws, rules, and regulations.

• Experience with general ledger, accounts payable, and accounts receivable.

• Experience with project budgeting.

• Knowledge of financial management and financial analysis.

• Experience with project accounting.

• Experience with preparation of financial reports and funding forecasts.

• Experience with process improvement methodologies.
